SERVICES
Start with what
needs to happen.
Ocean Star works beneath the surface of a communications request to understand the objective, the organization, and the decision ahead.
Every organization brings its own knowledge. Our job is to work with that expertise, identify the gap between today and the intended outcome, and develop a useful way forward.
STRATEGIC WORK
01
Communications Strategy
Communications strategy is often triggered not by an industry, but by a moment.
A decision is stuck. The team is producing more material without moving closer to the goal. The organization needs to understand what communications can actually change.
Ocean Star assesses the situation, clarifies the objective, studies audiences and stakeholders, and recommends a strategic response. That can include positioning, message architecture, planning, and measurement. Strategy can stand on its own as an advisory engagement. The right recommendation may be a smaller effort, a different kind of work, or another specialist.
02
Public Policy Strategy & Development
When communications alone cannot solve the problem, the question may be what government can do.
Ocean Star helps clients define a public problem, research the landscape, develop a policy concept, identify a workable governmental mechanism, and build the public case for advancing it. The work connects substantive policy choices with the institutions and people who can act on them.
03
Positioning & Thought Leadership
There is a gap between what you have earned the right to be known for and what people currently know you for.
Positioning is discovered before it is declared. Ocean Star identifies the expertise and evidence that can credibly distinguish a client, then develops thought leadership that makes that association visible over time.
PUTTING THE DIRECTION TO WORK
04
Media Strategy & Earned Media
The five Ws explain the story. Ocean Star adds another question: Who cares?
We judge what is newsworthy for a journalist’s readers, viewers, or listeners, then decide what to say, to whom, and when. That may call for a conversation with a reporter, a focused pitch, or a concise quote release when the issue is already understood and a strong, credible sentence is what is needed.
05
Issue & Reputation Communications
Issues move through institutions. Reputations take shape through people’s judgments.
For an issue, Ocean Star helps explain a policy, decision, controversy, or problem as stakeholders weigh the facts and choices. For a reputation, the work must account for a person’s history, behavior, relationships, and credibility. In both cases, the aim is a credible path forward.
06
Communications Programs & Campaigns
Sometimes the answer is to create something worth paying attention to.
Ocean Star invents communications systems and properties that give organizations original ways to engage their audiences. A professional development platform, a recurring wine program, or a fictional sports universe with characters and season-long stories can each bring out the heart of an organization. The form grows from its purpose, expertise, and community.

Communications Systems, Training & Measurement
Leave the organization better able to communicate.
We develop systems, practical tools, and training that help a team make sound decisions consistently. Measurement starts with the outcome the work was meant to support and becomes a way to learn and improve, not simply count activity.
For a smaller organization, building internal capability may be the most useful investment.
